　　双十一刚过，各地快递公司开始忙碌起来。 据国务院法制办公室消息，今日起就《快递条例(征求意见稿)》公开征求意见。

　　征求意见稿规定，经营快递业务的企业及其作业人员以抛扔、踩踏或者其他危害快件安全的方法处理快件的，将被处最高5万元的罚款。
　　
The Seeking Opinion Draft stipulates if express company or staffs do harm to packages like throwing, treading or other harmful behaviors, they will be punished by paying up to 50000 yuan fines.
　　
　　征求意见稿中规定，经营快递业务的企业及其作业人员以抛扔、踩踏或者其他危害快件安全的方法处理快件的，由邮政管理部门责令改正，可以处1万元以下的罚款；情节严重的，处1万元以上5万元以下的罚款，并可以责令停业整顿。
　　
According to this Seeking Opinion Draft, the express company or its staffs do harm to packages like throwing, treading or other harmful behaviors, they will be warned by postal administration department and fined less than 10000 yuan. If the case is serious, the company will be fine for more than 10000 yuan an less than 50000 yuan, and order it to suspend business to bring up to standard.
　　
　　此外，征求意见稿还规定，经营快递业务的企业收寄快件时未核对快递运单信息，或者快递运单信息填写不完整、不实仍予收寄，情节严重的，由邮政管理部门责令改正，可以处5000元以上1万元以下的罚款。
　　
Except for this, the Seeking Opinion Draft stipulates, if the express company doesn’t check express information or doesn’t make sure the express information be complete and real, and the situation is serious, the company will be fine for more than 5000 yuan an less than 10000 yuan and warned to change by postal administration department.
　　
　　另外，征求意见稿还规定，冒领、私自开拆、隐匿、毁弃、倒卖或者非法检查他人快件，尚不构成犯罪的，依法给予治安管理处罚。
　　
The Seeking Opinion Draft also stipulates, claiming false pretenses, opening packages without authorization, concealing,destroying, scalping or illegal inspection other people’s express, if it does notconstitute a crime, they shall be given administrative penalties for public security.
